Finding a new balance between the federal, state, and local governments to make Title I more effective in the 21st Century

Reauthorization has been the question for the past four years, it could happen this year; but when it is rewritten one of the key issues will be: What is the balance between Federal/State/Local educators and leaders and how can we make the program work better in the 21st Century. School Improvement Grants at Mid Year

Dr Sam Redding is the Executive Director of the Academic Development Institute, Director of the national Center on Innovation &Improvement, and Executive Director of the School Community Journal. He was co-editor of the Handbook on Effective School Improvement Grants and the Transformation Toolkit.

Dr Redding will present a cross-section of early SIG activity by states and districts, with some examples of promising practice and lessons learned. The presentation will also describe how states are coherently fitting their SIG/turnaround work within their broader support for school and district improvement.

A Rethinking of Title I Parental Involvement – Moving to a Systemic Plan for Sustained Family Engagement

Department of Education; Danita Woodley , Education Program Specialist, U.S. Department of Education present this session at the 2011 National Title I Conference in Tampa, FL.

The U.S. Department of Education’s (ED) blueprint to reauthorize Title I, Part A, of the Elementary and Secondary Education Act (ESEA) reflects the importance of strengthening and supporting family engagement both through specific programs designed to involve families and communities and through policies that will empower and engage families. The proposal will require that districts and schools develop comprehensive, systemic plans for sustained family engagement, and fund those plans with at least 2 percent of their funds from the Title I, Part A, program. Rather than implementing a checklist of activities, districts and schools will use family engagement strategies that increase student achievement and create a welcoming environment, open communication, and strong collaboration between families and their children’s teachers, schools, and districts. Staff from ED’s Office of Elementary and Secondary Education will discuss the proposed changes to the ESEA.

This is the first session of the National Policy Forum on School, Family and Community Engagement. Opening remarks are from Jim Shelton, Asst. Deputy Secretary for Innovation and Improvement. The forum will be moderated by Dr. Karen Mapp, Lecturer on Education, Harvard Graduate School of Education. The first panel is composed of Anthony S Bryk, President of the Carnegie Foundation for the Advancement of Teaching; Ron Mirr, President of RM Consulting; Arthur VanderVeen, CEO Office of Innovation, NYC Department of Education; and Heather B. Weiss, Founder and Director of the Harvard Family Research Project. Their topic is “What does family and community engagement look like in a new era of education reform”.

The Status of Reauthorization and Policy Initiatives Under the New Administration

This presentation will address the status of reauthorization of the Elementary and Secondary Education Act formerly known as the No Child Left Behind Act. The presentation will include an analysis on the current proposals for reauthorization as well as opinions as to the likelihood of changes to the current law. The presentation will also include a discussion on the waivers under the American Recovery and REinvestment Act of 2009 and policy initiatives under Secretary Duncan to the Title I program.

The presenter is Leigh M. Manasevit. Mr. Manasevit is a managing partner at Brustein & Manasevit and regularly addresses the legal issues under Title I involving educational institutions and has worked extensively on the ESEA/NCLB. He regularly advises recipients of Title I on implementation issues, has co-authored a comprehensive manual and written several articles on ESEA/NCLB.
