			<content:encoded><![CDATA[<p>This plenary session and panel discussion will provide an update on the progress the nation is making in reaching the goal of a 90 percent high school gradution rate by the Class of 2020, and the challenge that remains. Presenters will show the power of the Civic Marshall Plan in action by highlighting the gains made through collaboration among schools, community-based organizations, corporations, and government. Panelists will present a case study of the Diplomas Now program and discuss how successful efforts can be scaled to accelerate gains in high school completion. </p>
<p>Speakers include Marguerite Kondracke the President and CEO of American&#8217;s Promise Alliance, Mark the President of Pearson Foundation, Ken Dodge, Director of the Center for Child &amp; Family Policy at Duke University, John Bridgeland the President &amp; CEO of Civic Enterprises, Robert Balfanz the Co-Director of The Everyone Graduates Center at Johns Hopkins University and Larry Thompson, Senior Vice President of Goevernment Affairs, General Counsel and Security of PepsiCo. </p>
<p>There will be a panel moderated by John Bridgeland the President &amp; CEO of Civic Enterprises. The panelists will include Jim Balfanz the President of City Year, Robert Balfanz the Co-Director of The Everyone Graduates Center at Johns Hopkins University, Peter Beard the Senior VP of Community Impact at United Way Worldwide, Dan Cardinali the President of Communities in Schools, Claire Lyons from the Architecture and Management of og Global Grant Portfolios CSR at PepsiCo, and Governor Bob Wise the President for Alliance for Excellent Education. </p>

<p>Reauthorization has been the question for the past four years, it could happen this year; but when it is rewritten one of the key issues will be: What is the balance between Federal/State/Local educators and leaders and how can we make the program work better in the 21st Century. Discussing that question will be Ann Whalen, of the US Department of Education office of the Secretary (invited); Cathryn Gardner, State Director of Title I for the Commonwealth of Massachusetts; Suzanne Ochse; Joel Packer, Executive Director of the Committee for Education Funding; Lawrence D. Tihen, Interim Superintendent of Schools, Lee County School District, Fort Myers, Florida (invited); and Richard Long, Executive Director for Government Relations for the National Title I Association.</p>

<p>Dr Redding will present a cross-section of early SIG activity by states and districts, with some examples of promising practice and lessons learned. The presentation will also describe how states are coherently fitting their SIG/turnaround work within their broader support for school and district improvement.<strong><br />

Department of Education; Danita Woodley , Education Program Specialist, U.S. Department of Education present this session at the 2011 National Title I Conference in Tampa, FL.</p>
<p>The U.S. Department of Education’s (ED) blueprint to reauthorize Title I, Part A, of the Elementary and Secondary Education Act (ESEA) reflects the importance of strengthening and supporting family engagement both through specific programs designed to involve families and communities and through policies that will empower and engage families. The proposal will require that districts and schools develop comprehensive, systemic plans for sustained family engagement, and fund those plans with at least 2 percent of their funds from the Title I, Part A, program. Rather than implementing a checklist of activities, districts and schools will use family engagement strategies that increase student achievement and create a welcoming environment, open communication, and strong collaboration between families and their children’s teachers, schools, and districts. Staff from ED’s Office of Elementary and Secondary Education will discuss the proposed changes to the ESEA.</p>
